OBDII port

On the '98 LS400 OBDII port, The U.S. version I believe has 4 wires going to it 4,5,7 & 16 and the Australian version has 5 wires 4,7 9,13 & 16.
Does anybody know why this is and whats different about it ?
I recently bought a code reader/scanner and i think this is why it doesn't work properly. Apart from the fact that the US protocol is ISO 9141 and ours is KWP 2000 (my code reader should read both) on the aussie OBDII plug there are 2 wired pins that i have no info on. Pin numbers 9 & 13
does anyone have any info on these 2 ?

Japanese lexus is same as US in the pinout of the OBD2 plug. Ive wired quite a few now and always wire in a diagnostic plug using 4/5 as grounds 7 as SIL and 16 battery.

Why are there so many different protocols ? Like, why is there such a defined difference between the protocols in a '98 LS400 depending on what country its sold in ?
