I would rev to 8500 rpm street engine...
Depends on weight of assembly etc???
Drag racing can be higher due to short rev duration ...
Above 8500 it would be expensive to maintain IMO..
That's assuming you have good rods and good hardware on the bottom end, and it's all been well balanced, plus you have good valves and valvetrain on the top end to minimise bounce. As XR8TT mentioned, cam ramp profiles are very important for this.
