broken BVSV Bi-Metal Vacuum Switching Valve

was removing hoses during my EGR delete kit install on an unknown valve ontop of an exhaust hose (or coolant?)

Top pic show what broke, I learned my lesson and to grab the other end of an over 30 yr old plastic nipple.
Bottom pic is someone's shot on this forum, but I don't know where the bottom hose leads.

This is a BVSV (Bi-Metal Vacuum Switching Valve) that inhibits the vacuum to the charcoal canister when the coolant temperature is cold.

I struggle to understand why Toyota put things like this on their engines. The solenoid it feeds is controlled by the ECU and it also has an engine temp input from the coolant temp sensor - so why not program the ECU to inhibit control until the engine warms up? Maybe its a failsafe for the emissions system just in case the engine temp sensor fails.

Much obliged! Where does the the bottom hose lead to/connect to?
