Injector pulse is created when the ECU switches the injector circuits to ground. It uses the same input signals as the ignition circuit (cam & crank sensors) to determine engine position, and then calculates which injector drivers (transistors) to switch on/off.
If you have ignition spark but no injector pulse, it would likely be either be a power supply or ECU issue.
Did you measure for 12v at each injector or at the fuse?
How are you checking for pulse?
