What is the timing gear cover spacer????

I am assembling my 1UZ and I always look in the FSM for assembly, however they are mentioning a timing gear cover spacer and I did not have such a part when I disassembled mine. I always line out the parts when I remove them from the project I'm working on and I definitely did not have one. Was this piece discontinued because it is not necessary?

Part Number in the diagram: 11348

You can't get it at the dealer anymore, which makes me think it is not necessary, but I will wait for further info from the experienced here.

I figured out what it's purpose is after putting the fan bracket back on. I am going to have to source one as there is a fairly large opening directly to the timing belt without it. Damn people that worked on it previously. I think I can put on everything else besides the items that overlay the fan bracket and then slip the piece in there by remove the fan bracket.
