Vacuum hoses plugged off?

Hi guys I am new to the lexus community, just purchased a 1991 LS400
Runs good, but I am questioning what these vacuum lines are supposed to go? They are just plugged with bolts and I was wondering what their function is? I have a spongy brake petal and I don't know if it is vacuum related or they just need bled, any help would be greatly appreciated. (not pic of my engine, just pointing out what hoses I am pointing out.

Those hoses go down to the power steering pump.

Idle flow thing on power steer pump. Nothing to do with brakes. Would not worry about those lines.

Thanks, I know it had a power steering leak at one point, but the previous owner I guess somehow fixed it but I am having no problems out of power steering or anything.

Also, the engine has 314k on it. I don't know anything about it or if it has been rebuilt. Just using it as a point a to point b car which does very well.
Would it be a good idea to seafoam it?
