Throttle Control Motor Lock Malfunction

Just got a P1128 code
"Throttle Control Motor Lock Malfunction ". I recently just replaced the TPS and the the sensor on the opposite side (name escapes me).

Can someone educate me as to what this is ad best way to repair? THis is on a 1998 GS400 with 275,000 miles:bigeyes2:

I should also mention it threw a 0420 and 0430 "catalyst system efficiency below threshold"
Can the 1128 code cause this to occur or vice versa??

TPS, throttle position sensor and opposite side is the traction control motor? To set TPS loosen screws and rotate until idle creeps up. Then back it off just a little and set both screws tightly. If I'm correct in what I think you are describing
