sc400 hydraulic cooling fan only works on low?

Bought this beater sc400 from a repair shop that knows nothing about toyota and have been fixing small stuff along the way now at a stop the engine temp climbs especially with the a\c on, is there a way no make it run full tilt at all times or is this a common issue with an easy repair?
 
Is it engine mouinted fan or rather a radiator mounted unit with hydraulical line running to it?
 
The sort of hydro fan I'm familiar with is solenoid controlled. However broken solenoind or no control to it will, in most cases, make it spin at full speed.
 
The hydro fan system I'm used to seeing on Celsiors (UCF20) is pump located on engine and fan mounted to radiator. Fan speed control solenoid is located on the pump. The pump itself is pretty much like accessory belt idler pulley but there's 2 hose outlets located on the mount. The valve is located near the pressurized outlet (not the return one)

The solenoid is controlled by separate ECU on non-vvt celsiors and all soarers (those with 4.0 engine).

Normally, if you disconnect the solenoid from the ECU , it must allow the fan to spin at its maximum speed. That's how you narrow down your search for the problem.
