Help with camshaft install

I am currently doing a rebuild, and I am at the camshaft stage. There are scissor gears on the exhaust cam, I can move the gears by hand, they rotate a full tooth. Is there a correct setting they should be at? Does it matter if it is set turn back a tooth or turned forward a tooth? Here is a picture of the cams, non-VVT-i.

You should put the scissors gears in tension. If it is not in tension and install will cause noise in the cams. Put the cam on a vice and stablized it and use a large open mouth plier and rotate the cam untill you see a threated hole. Put in a 8 mm screw in and hold in place. As for installing the cams. Make sure you put your crank in TDC and the two cam match the marks.
