FPR function on from pin 4/22

I am installing an 1UZ VVTi but have troubles with the fuel pump relay's control.

I like to use the FPR function, where the ECU grounds the Fuel pump relay by to start/cut the fuel pump. (I skip MREL function)

I wire the pin 4 in the 22 pins' connector to relay coil , but ECU is no grounding that pin. If I ground it, it starts.

Any idea guys?

Still does not ground the pump's relay. any idea why not?

you need fc pin if you don't need 2-speed control. fpr activates the relay for low speed.
 
grounds it in any of the 2 conditions: STA pin has +12v, or crank angle sensor outputs pulses
